Brian Hanna’s journey to cannabis regulation was not your typical one. A certified police officer and military veteran, Hanna currently leads Michigan’s Cannabis Regulatory Agency, having previously served over 4 years as the Inspections/Investigations Manager for the Marijuana Regulatory Agency at the Michigan Department of Licensing and Regulatory Affairs. Throughout his career, Hanna’s commitment to the cannabis industry and, in particular, those with PTSD has driven him. His background brings to the table a unique blend of compassion and discipline, setting the tone for his agency’s approach.

Hanna dived into the challenges facing businesses in the cannabis industry, shedding some light on receiverships, the complexities surrounding 280E and price compression. Federal regulations are a major threat to the cannabis industry, requiring innovative solutions and resilience.

The Michigan CRA knows the value of sharing experiences. Hanna stressed the importance of learning about other states’ experiences, particularly when navigating issues like receiverships. Hanna stressed the importance of an open dialogue between states in the spirit of collaboration. CANNRA and other organizations provide a forum for the sharing of information and experiences. This helps to foster a collective understanding about regulatory challenges. The collaborative approach is the cornerstone for effective cannabis regulation.

The CRA places consumer safety at the forefront of its priorities. Hanna outlined the current priorities of the agency, which include addressing illicit substances that are infiltrating regulated markets and firmly combating lab-shopping. This innovative move is intended to speed up investigations into illicit substances and standardize test methods. Hanna also delved deep into the technical side of testing methods. The agency’s commitment towards accuracy and reliability is demonstrated by the round-robin testing method and standardization. The end goal of industry-wide testing method standardization is achieved through coordination with regulatory agencies and laboratories.

The agency’s transparent disciplinary measures and warning letters, which totaled over 580 during a particular year, demonstrate its commitment to accountability, without stifling the growth. The summits help to further cement relationships and foster an open dialogue between local authorities.
